Engineer fails

Three 800 ton chillers feeding these three towers. Sequence calls for rotating the towers. Another paragraph of the sequence a bit later calls for modulating bypass to maintain CW temp during cold season. Somehow these two things never got put together, then it was built and now it will never get put together. My suggestion in red came in far too late and engineer changed the sequence to use tower 3 as primary. Now customer must deal with tower 1 and 2 turning into a swamp.
